Governance developments and FEPE’s engagement

FEPE is actively engaged within the Universal Postal Union (UPU) Consultative Committee (CC), a forum for private-sector stakeholders within the UPU framework. FEPE’s engagement ensures that the perspective of envelope and light packaging producers is represented in discussions that are increasingly shaped by digitalisation and the priorities of designated operators.

While the UPU’s agenda is strongly influenced by digital solutions and data-driven services, FEPE works to ensure that the role of physical communication, envelopes, and light packaging continues to be reflected in relevant policy and strategic discussions.

Governance developments

Following elections held at the end of 2024, a new leadership team was confirmed for the Consultative Committee, launching the Dubai Cycle (2025–2029). The Chair was re-elected, a new Vice Chair was appointed, and a new Management Committee was formed, bringing together a broad range of private-sector expertise. At the same time, the UPU Congress decided to strengthen the role of the Consultative Committee, enabling it to move from an advisory body towards a platform capable of coordinating concrete projects.

FEPE’s focus and priorities

Within this context, FEPE approaches its role with realism. Envelopes and light packaging are not always central to UPU discussions, particularly in an environment where digital solutions and data-driven services are prioritised. FEPE therefore focuses its efforts on areas where its contribution is most relevant, notably e-commerce-related packaging, addressing, and the interface between physical and digital communication. Digitalisation, while important, does not represent the primary driver for the envelope sector in the same way as for other stakeholders.

Keep Me Posted EU at international level

FEPE also uses the UPU as a global platform to raise awareness of the Keep Me Posted EU initiative. The UPU General Assembly in Dubai, held every four years, provided an important opportunity to present the initiative and highlight the importance of communication choice at international level. Additional actions, including a dedicated webinar and editorial contributions via UPU channels, were planned and will be carried forward.

FEPE remains committed to sustained engagement within the UPU Consultative Committee, working constructively with partners to ensure that the role of physical communication and light packaging continues to be recognised within the evolving global postal ecosystem.
