FEPE’s Approach
As a general approach, FEPE is regularly acquiring studies and reports that are used as input for FEPE publications and reports, and that can also be used by members to support informed and data-based decision making. The latest market study was acquired in 2025, covering the period 2024–2030, following the previous study, which covered 2012–2027.
This also helps demonstrate continuity and long-term market monitoring.
Europe Mailer Packaging Market Study
A major milestone in 2025 was the acquisition of the Europe Mailer Packaging Market study, commissioned by the association and produced by Grand View Research. The study provides a comprehensive overview of the lightweight packaging market in Europe, with a particular focus on mailer packaging, a segment of growing relevance for envelope and light-packaging producers.
The report highlights the strong growth of mailer packaging driven by e-commerce, where lightweight, efficient, and cost-effective solutions are increasingly required. Paper-based mailers and padded pockets emerge as especially relevant product categories, combining protection, branding potential, and alignment with circularity objectives. The study also offers detailed segmentation by material and product type, enabling members to better assess market trends and strategic opportunities.
Importantly, members were given the opportunity to review, comment on, and propose corrections to parts of the study, ensuring that the final analysis reflects the realities of the sector as accurately as possible. The report now serves as a key reference document for strategic planning, communication, and engagement with stakeholders.

The European E-commerce (“E-com”) Envelopes Market to 2027
In 2022, FEPE commissioned a comprehensive market study to assess the growing potential of paper-based mailing envelopes in the European e-commerce sector. Covering the period through 2027, the study provides a full evaluation of the European mailbox e-commerce packaging market in both value (€) and volume (units), with detailed segmentation by country and end-use category.
The report, delivered by Smithers, analyses the major trends shaping e-commerce, including the suitability of envelopes for shipping a wider range of items, the criteria e-retailers use when selecting packaging, and consumer preferences regarding sustainability and delivery methods. It also reviews policy and regulatory drivers that may influence market development.
Importantly, the study was carried out in close cooperation with FEPE members and stakeholders, ensuring that industry knowledge and practical experience were fully integrated into the research. This collaborative approach helped shape the conclusions and contributed to a series of actionable recommendations on how European envelope producers can strengthen their position and relevance within the evolving e-commerce landscape.
